Question regarding Fantasy Footbal

In one of my leagues the Commissioner is I feel a cheat, He manipulates trades that are way out of line and now is picking up players that people in the playoffs are able to get. He announced that non play off teams will be locked from picking up players. He got knocked out of the Playoffs in the first round. In this league there are 2 sets of games going on, 4 teams are still in for the money pool and 4 teams are in a consolation with no money involved

My question is Should the consolation players be allowed to take players from waivers if they can not win any money?
