If you have every other year points can you borrow from the future years
points? If the contract is for 7000 even year points are 3500 points availible
each year, so then you can borrow 3500 from future points?

You will get the full 7,000pts every even year... 3500 will be unrestricted for 12 months, the 2nd 3500 will be unrestricted for 24 months...you can use all 7,000 in the first year if you wish.
