I don't know about the specific resort, but Birch Bay would not be my idea of a destination. It's a good jumping off point for trips in and around the northwest, and just over the Canadian border if you want to do some day trips into B.C. The town itself has not much to it, it's much more a summer destination.
Sorry I can't be more help about the specific resort.

SandCastle
Nice furnishings but an outdoor pool. Very nice State Park and the Semiahmoo Resort has a nice spa and beautiful golf course. Your cell phone reception will be poor. Seven miles from the Canadian border. I suggest you cross at the truck crossing one mile east of the Blaine Peace Arch crossing. White Rock BC has some excellent restaurants and you are 40 minutes to Vancouver BC. Bellingham is 30 minutes south and has a large mall called Bellis Fair. Outlet stores are in the area but just south of Bellingham is a winding road above the ocean called Chuckanut Drive and is well worth the drive. The oyster bar/seafood /gourmet restaurant on Chuckanut Drive is outstanding and very romantic. The natural beauty of the area is the reason to visit. The restaurants in Birch Bay are not exciting to say the least but the entertainment at the bar next door is enjoyable when scheduled.

I own Worldmark, and the sandcastle is right next door, I have exchanged 6 times over the past 2 years to sandcastle, nice resort. It really is quiet this time of year, and the large majority of people do not like Birchbay outside of summer, It really is a summer location, but we go just to escape for a long weekend and really do nothing. If you get a 3 bedroom, request that you do not get the unit under the community room. They have a lot of activity above you, and will rent out to baseball/soccer team parties etc.. Very thin-walled construction and it REALLY is loud, and we can deal with a lot of noise. It is a fairly new resort in nice condition. Great perks are free wifi internet, and daily maid service!
