How is the weather in Oregon and Washington in mid October?

West of the Cascades -- rain, rain and more rain. October is the start of the rainy season. Highs in the low 60's. East of the Cascades -- not much rain, similar temps.

The rain could begin, but we have Octobers that are crisp and sunny. It is the luck of the draw. September is your best bet for sunshine. Speaking from Seattle.

Talking Where? You are asking about 2 large areas

The NW Washington coast can be down right stormy, while the southern Oregon area can be in the 80's, or in the eastern halfs of the states there can be frost in the morning and 75 degree day time temps.
Generally, October is very nice month, sometimes windy, but until Halloween it is pretty dry and some what warm.

North Oregon Coast

We live south of Tillamook - while it's not to say that it can't start raining sooner, historically it stays pretty dry into November - the "floods" have been hitting after Thanksgiving the past few years!

All that said, be prepared for rain!

It could be nice but the percentages are for rain. Jackets for most soft rain, misty days, umbrellas for heavier days.
