Elsewhere on the Powhatan owners web site they say:
"We have completed all Single and A/B units as well as 85 of the C/D style by 2005. In 2006 we completed 51 additional units in Phase VI. Our goal is to have all unit refurbishments completed by 2010. The renovations are schedule based on age and condition of the units. For 2007 we tentatively plan to complete Phase VI (buildings 59 and 60)..."
