You'll probably have to wait to see the limitations. In the past, it was pretty straight forward with a grid showing locations and dates that Interval "anticpated" availabilty for exchanges. There were a few black-out dates around holiday's but nothing major.
The best use, at least in the past, has been for the Flexchange period when most restrictions are removed. If it's avaialable you should be able to exchange for most resorts. A few resorts have a limitation of no AC exchanges in (or so I've heard) but they seem to be very few and far between.
Generally speaking you can not us an AC to exchange back into the resort for which your deposit received the AC.
